Ribakoff v. City of Long Beach, 279462
Held that a city transit company did not violate the First Amendment or state law by imposing a three-minute limit on public speakers at its board meetings. A citizen who frequently attended the board meetings brought this lawsuit after he was refused permission to speak more than three minutes on a particular agenda item. Affirming a bench trial decision, the California Second Appellate District held that his claims lacked merit.
