Vacated a parole board decision. A state prisoner, who had pleaded guilty in 1988 to kidnapping, argued that he was entitled to a new parole hearing because the Board of Parole Hearings failed to give sufficient weight to the fact that he was a minor when he committed his crime. On remand from the California Supreme Court, the California First Appellate District agreed with him and ordered the Board to hold a new parole hearing as soon as practicable.
