Citizens Coalition Los Angeles v. City of Los Angeles (Target Corp.), 283480
Affirmed the denial of mandamus relief to a citizens groups challenging a Los Angeles zoning-related ordinance. The ordinance amended the city's neighborhood-based specific plan to create a new subzone for large commercial development and placed a half-built Super Target retail store into that new subzone. The trial court ruled that the city violated the California Environmental Quality Act, but on appeal the California Second Appellate District reversed.
