Affirming a juvenile court's order terminating a mother's parental rights to her minor daughter after mother and daughter tested positive for amphetamine and methamphetamine at the daughter's birth because, although she claimed this violated the Indian Child Welfare Act the child's biological father was not Native American and the presumed father, even if he were, would not confer the Act's protections on a child that wasn't his.
