City of Ventura v. City of Moorpark, 282466

Reversing in part, affirming in part, and remanding the case of a dispute between California cities regarding a Malibu beach restoration project that was found to be a single project that was statutorily exempt from the California Environmental Quality Act whose associated traffic restrictions were not preempted by state law or constitute extraterritorial regulation, but because the Broad Beach Geologic Hazard Abatement District abdicated its police power in portions of the agreement those provisions were void or subject to future modification.
