Affirming the issuance of a peremptory writ requiring a county to set aside the deficient environmental impact report certified in the approval of a land use permit for an oil refinery because the court did not err in rejecting additional arguments that a project description and analysis of greenhouse gas emissions and environmental hazards failed to comply with the failure to comply with the requirements of the California Environmental Quality Act.
