Affirming the denial of petitions for writ of mandate contending that written reprimands received from the Los Angeles Sheriff's Department should be rescinded because they didn't receive the notice of proposed discipline within the one year statute of limitations period in the Public Safety Officers Procedural Bill of Rights Act because they received notice within a year but refused to sign.
