Affirming the judgment of the trial court denying a petition for writ of mandate in a California Environmental Quality Act action, where a group of residents brought suit against the City of Covina's intended infill project because a section of the law exempted the city from preparing an environmental impact report and permitted it to simply adopt a mitigated negative declaration, as it had.
