Granting a writ of mandate to the petitioner seeking to compel the California Highway Patrol to restore his possession of a classic sports car seized after it was reported stolen by a prior owner before the petitioner acquired it in a case where a payment dispute resulted in the report of theft, but since the car was the subject of a civil suit in Japan, CHP couldn't prove by a preponderance of the evidence that the car was stolen.
