Reversing a trial court's determination that the California DUI Lawyers Association lacked taxpayer standing to assert claims against the California Department of Motor Vehicles complaining that DMV administrative hearings to determine whether the automatic suspension of driver's licenses in which a DMV officer acts as both advocate and finder of fact violate procedural due process because they had standing as taxpayers to complain of waste in the implementation of hearings that violate due process.
