Reversing and remanding a case relating to plaintiff complaints about the impact of a freeway sound wall that the Department of Transportation built directly across the freeway from their homes because the court declined to import sections of the eminent domain title provisions into the body of the inverse condemnation law as a matter of judicial development and the nuisance claims entitled the plaintiffs to a jury trial absent other case disposition.
