Reversing a judgment granting a housing authority's petition for writ of mandate and affirming the judgment denying four housing authorities' petition for writ of mandate because the court concluded that cities and the county did not transfer housing assets and functions to housing authorities unrelated to them and the Legislature determined that the successors are not entitled to a housing allowance in the same way that the cities and counties of which they are part are ineligible for the allowance.
