Affirming the trial court's decision to strike the defendant's cross complaints in a suit involving water use in a watershed that is home to the endangered California steelhead trout where the defense wanted to argue its use of the water was reasonable by complaining about third party water use because the water at issue was the same regardless of the parties to the suit and the inclusion of more parties did not change the defendant's obligations.
