Affirming a postjudgment order denying attorney fees in a case where the court found that the County of Orange Assessor had used a constitutionally invalid methodology in valuing the plaintiff's property for tax purposes, but found no evidence this was due to the subjective belief that a certain constitutional provision, statute, rule, or regulation was invalid or constitutional, a requirement for recovering attorney fees in such a case.
