Remanding a case in which the parental rights of a father were terminated as to his children because the family claimed the mother was a Native American, which would have triggered the Indian Child Welfare Act's requirements, and although the tribe she claimed membership in didn't directly correspond with a federally recognized Indian tribe there should have been a better investigation.
