Affirming a trial court post-judgment order of attorneys' fees to the plaintiff in a California Environmental Quality Act suit relating to a proposed turbine project that would have been located in the San Francisco Bay Estuary near homes and a wildlife refuge because, although the plaintiffs had their own pecuniary interest, the lawsuit conferred a significant benefit on the public.
