Reversing and remanding a decision granting a school district's petition for writ of mandate and setting aside the state teachers' retirement system's decision to collect overpayments mistakenly made to retirees because the court disagreed with a superior court determination that the three year statute of limitations was boggled on account of a letter where the court held that a letter that didn't reflect actual notice, wasn't controlling, and remanded for a determination of whether they had inquiry notice in the case.
