Reversing a judgment in favor of the plaintiff reinstating him to his job with the San Diego County Office of Education and awarding him back pay because the trial court's sole ground for granting the petition, that the commission did not proceed in a manner required by law when it didn't conduct an investigation, was not supported by the relevant statute.
