In a fair housing action, the trial court's grant of a petition for a writ of mandate invalidating defendants' reduction of the number of housing units as part of its Beach Edinger Corridors Specific Plan is reversed where defendant city is a charter city exempt from the requirement that specific housing plans be consistent with general housing plans.
