Affirming the denial of a writ of mandate to an organization opposing abortions that sought to challenge the grant of a permit to convert an office building into a medical clinic for Planned Parenthood that granted exemption from the California Environmental Quality Act (CEQA) because evidence the permit will lead to protests, which was alleged but not established, did not convince the court that the city prejudicially abused its discretion by making an implied determination that there are no unusual circumstances justifying further CEQA review.
