Reversing the determination by the trial court adopting the CA Dept. of Corrections position that the Department of Personnel Administration lacked jurisdiction to grant an employee grievance because the grievance at issue was not a merit-based grievance vesting the State Personnel Board with exclusive jurisdiction and by acquiescing to the grievance procedure in the first instance Correction forfeited any claim that the wrong procedure was employed.
