Affirming the denial of motions requiring the respondent San Bernardino County Department of Child Support Services to prepare an accounting of child support arrears owed by the moveant and discharging the child support arrears for the period in which the children resided with him because collateral estoppel and res judicata prevented the application of Trainotti Credits and the equitable defense of latches could not be used offensively.
