Affirming in part and reversing in part the case of a county water district suing polluters where defendants were the recipients of summary judgment and summary adjudication on all claims but some were improperly dismissed since the Hazardous Substance Account Act includes nonretroactivity provisions that weren't satisfied in some cases and triable issues of fact were raised in relation to others.
