In an action to review the dismissal of a juvenile dependency petition for a young man, who at age 17, 11 months, was on the cusp of adulthood when the dependency petition in this case was filed, but who is now over age 18, which renders him intelligible under Welf. & Inst. Code, sections 303(a), (c) and 391(c)(1), the appeal is dismissed as moot where: 1) because he is now over 18, he could not be declared a dependent on remand even if the juvenile court had erred; and thus, 2) at this point, the court has no power to provide effective relief.
