In a minor's and the Los Angeles County Department of Children and Family Services' (DCFS) challenge the order of legal guardianship involving the minor's permanant plan, the legal guardianship order is reversed where: 1) the trial court was required to select the more permanent plan of adoption; and 2) no substantial evidence supported the court's rationale for selecting legal guardianship instead of adoption.
