In a mobilehome park owner's challenge to a city's passage of a Mobilehome Space Rent Stabilization Ordinance, a program of rent control for mobilehome parks with more than 100 mobilehome park spaces, the trial court's grant of summary judgment to the city is affirmed over plaintiff's arguments: 1) concerning the scope of the prohibitory language in a 1990 initiative ordinance that prohibited the city council from passing any form of mobilehome park rent control.ordinance; and 2) that the city council's actions violated the California Constitution's implicit withholding of authority for a local government to propose initiative measures that amend or repeal earlier voter-approved ordinances.
