In an environmental action, challenging defendant Sacramento's approval of a project to construct a 328-unit residential development, the trial court's denial of the petition for a writ of mandate is reversed where defendant city's reliance on its general plan, permitting congested traffic conditions in the core area of the city, does not conclusively establish that the project had no significant environmental impact in regard to traffic.
