Commitment under the Sexually Violent Predator Act is reversed where: 1) the People's expert diagnosis that defendant has a sexual preference for early adolescent children (hebephilia) was based on pure speculation and conjecture about the victims' physical and sexual development, and not on actual data; and 2) the flaws in the People's expert testimony make the judgment not supported by substantial evidence.
