In a petition for writ of mandamus to compel the City of West Hollywood to return fees the City collected when petitioner applied for building permits, the trial court's denial of the petition is affirmed over petitioner's arguments that the City's collection of fees was invalid facially under the due process clause of the U.S. Constitution and 'as applied' because the City did not bear its burden in proving the fees were 'reasonably related' to the deleterious public impact caused by petitioner's development.
