In an action brought under the California Environmental Quality Act (CEQA) to challenge the proposed expansion of a Buddhist retreat center approved by defendant County of Sonoma, the trial court's denial of a petition for writ of mandate is affirmed where: 1) petitioner waived its religious preference arguments; 2) the project is consistent with the County's general plan; and 3) the Board did not violate CEQA.
