Friends of Willow Glen Trestle v. City of San Jose, 041563

In a challenge to a City's project proposal to demolish the Willow Glen Railroad Trestle and replace it with a new bridge to service the City's rail system, the trial court's decision issuing a writ of mandate invalidating the approval of the project is reversed and remanded where: 1) the decision in Architectural Heritage Assn. v. County of Monterey(2004) 122 Cal.App.4th 1095, did not accurately state the appropriate standard of judicial review that applies in this case; and 2) the statutory scheme created by the Legislature requires application of a deferential substantial evidence standard of judicial review in this case.
