In an action by a Mother to modify a custody order, the Family Court's denial of the request to modify is affirmed where: 1) there was no abuse of discretion in the conclusion that Mother had failed to demonstrate changed circumstances; and 2) there was no abuse of discretion in the court's award of financial sanctions.
