In a pension case, arising from a petition for a writ of administrative mandate following defendant CalPERS' decision on plaintiff's expected retirement benefit, the trial court's denial of the petition is affirmed where CalPERS correctly calculated plaintiff's expected benefit by excluding a final written contract with the City of Vallejo and chart prepared for by the city because they were not publicly available pay schedules.
