In one of six cases contesting a proposed project to pump fresh groundwater from an underground aquifer located below real property in the Mojave Desert, the trial court's denial of a petition for writ of mandate challenging the approval of the project under the California Environmental Quality Act (CEQA), Pub. Resources Code section 21000 et seq., is affirmed where, when the appropriate standard of review is applied, there was no prejudicial abuse of discretion in approving the project and certifying the environmental impact report (EIR).
