In an action to enjoin the operation of a medicinal marijuana dispensary, challenging the circumstances in which a county board of supervisors may "entirely repeal the ordinance" pursuant to Elections code 9144, the grant of the injunction is reversed where the board of supervisors did more than entirely repeal the protested ordinance banning dispensaries when it revoked that ordinance and took the additional action of repealing the 2009 ordinance, which authorized dispensaries.
