Denial of petition for writ of mandate requesting the trial court to order the City to hold a special election on petitioner's medical marijuana dispensary initiative is reversed where, under Article 2 of the California Constitution and Elections Code section 1405 and 9214, the City is required to place the Initiative on a special election ballot.
