Crawley v. Alameda County Waste Management, 143650

In a writ challenge to a charge on all households within Alameda County for disposal of household hazardous waste by enactment of an ordinance, the denial of the writ petition is affirmed where: 1) the trial court correctly determined that the ordinance did not violate Proposition 218 as a matter of law and it did not err in sustaining the demurrer; and 2) the trial court did not abuse its discretion in refusing leave to amend.
