In an appeal of the trial court's issuance of a writ of mandate to vacate the award of a public works contract, the writ is affirmed where CalTrans: 1) erroneously rejected a bid by plaintiff as nonresponsive; and 2) erred by awarding the contract to another contractor despite that contractor's failure to comply with a material requirement of the information for bids.
