In a dispute arising out of a loan between a county and a legislatively-dissolved county redevelopment agency, the trial court's judgment upholding the Department of Finance's decision is affirmed where, even though when the Legislature dissolved redevelopment agencies, it provided that any agreement between the redevelopment agency and the municipal government that created the redevelopment agency is not an enforceable obligation, Health & Saf. code former section 34171(d)(2), the loan agreement is enforceable.
