In an environmental action challenging an exemption from environmental review granted under the California Environmental Quality Act (CEQA), to allow real party in interest Stars of Justice to hold a charity rodeo at the Santa Cruz County Fairground in October 2011, the trial court's denial of the petition for writ of mandate is affirmed where plaintiffs failed to establish that the unusual circumstance exception of Berkeley Hillside Preservation v. City of Berkeley, 60 Cal.4th 1086 (2015), should apply to preclude the exemption.
