In an action challenging defendant's approval of a project to continue dredge mining from sovereign lands under the San Francisco Bay pursuant to 10-year mineral extraction leases, the denial of a petition for writ of mandate is: 1) affirmed to the extent it finds the Final EIR complies with California Environmental Quality Act (CEQA); but 2) granted to the extent consistent with the reversal of the trial court's order finding that the defendant complied with the public trust doctrine.
