In a petition for a writ directing defendant to withdraw its order rejecting and remanding an ALJ's proposed decision on plaintiff's administrative claims against defendant and to adopt as the Final Decision certain portions of the ALJ's proposed decision, the trial court's judgment in favor of defendant is affirmed where: 1) the exhaustion requirement bars plaintiff's petition because plaintiff's administrative claim is not final; and 2) defendant's administrative processes and procedures were legally adequate and did not violate the law.
