In a petition challenge to a county's decision to issue certificates of compliance to confirm that each of the four parts of a parcel of land satisfied the requirements of the Subdivision Map Act, the trial court's order granting the petition is affirmed where: 1) a "division" of property within the meaning of the Act does not occur simply because an eminent domain proceeding results in a physical separation of a property's non-condemned portions; and 2) the owner of such a property is therefore not entitled to a certificate of compliance for each of the resulting separate parts.
