In a case challenging a county's award of a no-bid contract, the trial court's decision in favor of plaintiff is reversed where it failed to accord sufficient deference to the county's evaluation of its needs for the services of a pharmacy administrator who could provide the necessary data management and provision of pharmaceuticals to address its needs in implementing provisions of the Affordable Care Act (ACA).
