In a suit arising out of the Centennial Bridge proposal in Balboa Park, alleging that the City erroneously approved the required site development permit, the trial court's judgment is: 1) reversed as to the grant of plaintiff's petition for a writ of mandate based on City's alleged violation of Municipal Code section 126.0504; but 2) affirmed in all other respects.
