PegaStaff v. California Public Utilities Commission, A139732

In an action by a temporary employment agency whose provisions of staff to PG&E were substantially reduced by the adoption of General Order 156 and Public Utilities Code sections 8281-8286 (Article 5), which encourage and develop the use of women, minority and disabled veteran-owned business enterprises (WMDVBEs) within the public utility sector, the trial court's judgment is affirmed where: 1) it does not have jurisdiction to hear plaintiff's constitutional challenges to Article 5 or Order 156; and 2) it did not err in its denial of plaintiff's motion to transfer.
