In a suit contending that water fees related to the discharge of waste must be approved by a majority of the five-person State Water Resources Control Board, under Wat. Code section 183, the trail court's judgment in favor of the Board is affirmed where: 1) section 181, not section 183, applied to the Board's adoption of the fee schedule; and 2) the Board's action complied with section 181.
