In a challenge to a city's determination that plaintiffs operated a restaurant in a manner that constituted a nuisance and imposition of conditions on continued operations, the trial courts judgment in favor of the city is affirmed where: 1) the substantial evidence standard of review applies; 2) there is sufficient evidence in the administrative record that plaintiffs operation of the restaurant violated section 12.27.1; and 3) the abatement proceeding and nuisance finding properly addressed the nuisance activities that plaintiff's operation of the restaurant caused.
