In this case, the sixteen-year-old defendant admitted an allegation in a Welfare and Institutions Code section 602 petition that he committed involuntary manslaughter and the juvenile court placed him in an out-of-state facility in Iowa. The juvenile court's dispositional order is reversed and the matter is remanded with directions that the juvenile court determine whether there is a California facility available and adequate to meet defendant's needs, where the juvenile court abused its discretion by imposing an out-of-state placement because there is no substantial evidence that in-state facilities were unavailable or inadequate to meet his needs.
