Denial of plaintiff’s petition for writ of administrative mandamus, through which he asserts that his application to the California State Teachers’ Retirement System (CalSTRS) for disability retirement benefits has been improperly denied, is affirmed, where: 1) plaintiff refused to complete the independent medical evaluation (IME) ordered by CalSTRS pursuant to Education Code section 24103(b), which provided the grounds for denial; and 2) plaintiff cannot overcome his refusal to attend the IME ordered by CalSTRS.
